I am a Professor in the Department of Teacher Education and Administration at the University of North Texas, where I serve as Program Coordinator for the Educational Administration Program. I am also a Senior Research Associate at the Center for the Study of Education Reform and the Director of the Texas Higher Education Law Institute at the University of North Texas.
I served on the Board of Directors of the Education Law Association from 2004 through 2007. Currently, I serve as a Commissioner of the Texas Catholic Conference Accreditation Commission, the agency responsible for accrediting Catholic schools in Texas. I have served on the editorial board or authors committee of several scholarly journals, including Education Law Reporter, Journal of Cases in Educational Leadership, and the Journal of Personnel Evaluation in Education. In 2007 I was named Associate Editor of Catholic Southwest and Editor of Texas Catholic Historian, the newsletter of the Texas Catholic Historical Society.
